    The Financial Action Task Force (FATF) is an inter-governmental body established in 1989 by the Ministers of its Member jurisdictions. The mandate of the FATF is to set standards and to promote effective implementation of legal, regulatory and operational measures for combating money laundering, terrorist financing and the financing of proliferation, and other related threats to the integrity of the international financial system.

    9th Enhanced Follow Up Report and Technical Compliance Re-Rating

    The Mutual Evaluation Report (MER) of Madagascar was adopted by the Task Force
and approved by the Council of Ministers in September 2018. According the Mutual
Evaluation Report, Madagascar was Compliant (C) on 4 Recommendations, Largely
Compliant (LC) on 9 Recommendations, Partially Compliant (PC) on 15 Recommendations
and Non-Compliant (NC) on 12 Recommendations. Out of the 11 Immediate Outcomes
(IOs), Madagascar was rated Moderate Level of Effectiveness on I.O. 6 and Low Level of
Effectiveness on the remaining others. Details of the MER ratings are provided in the Table
2.1 below.
