On referee articles 11 and 15 of Decree No. 2015-1036 of August 25, 2015, repealing Decree No. 2007-510 establishing, organizing, and operating SAMIFIN, SAMIFIN is launching an open call for applications for the recruitment of a Head of Programming and Monitoring-Evaluation Department within the Department of Studies and Strategies.

Main Missions:
Under the authority of the Director of Studies and Strategies, the Head of Programming and Monitoring-Evaluation Department is responsible for:
• Ensuring the programming, monitoring, and evaluation of SAMIFIN's activities within the framework of the Multi-Year Activity Plan and Annual Work Plan;
• Developing the PPA and PTA;
• Ensuring the monitoring and evaluation of SAMIFIN's activities and proposing the necessary recommendations to achieve results;
• Contribute to the preparation of documents necessary for the development of SAMIFIN's budget and negotiations with Technical and Financial Partners;
• Submit draft monitoring and evaluation reports and activity reports to the Director of Studies and Strategies;
• Contribute to other tasks assigned by the Director of Studies and Strategies or the Director General
Criteria and Profile
• Male or Female of Malagasy nationality;
• Holder of a Master's degree in social sciences or equivalent;
• At least 3 years' experience in the field of planning, and design and development of projects and programs
• Proven experience in analyzing, interpreting, and synthesizing available and usable data (transforming raw data into useful information)
• Proficiency in using IT tools
• Excellent organizational and interpersonal skills
• Writing skills;
• Strong leadership and rigor;
• Perfect command of Malagasy, French, and English;

• Experience in anti-money laundering and countering the financing of terrorism, or in anti-corruption would be an asset.
