Strengthening the Fight Against Terrorism and Proliferation Financing in Madagascar
SAMIFIN - FIU Madagascar, in collaboration with the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG), is organizing a training workshop dedicated to the implementation of Targeted Financial Sanctions (TFS) in Antananarivo, from May 18 to 22, 2026.
This initiative aims to strengthen the capacity of national stakeholders to promptly implement asset freeze measures against individuals and legal entities designated by the United Nations Security Council, in accordance with its resolutions and the recommendations of the FATF.
Key points before this workshop:
- Adoption in 2025 of the decree establishing the national Targeted Financial Sanctions (TFS) mechanism
- Establishment of the National Committee for Targeted Financial Sanctions (NCTS)
- Madagascar's preparation for the on-site evaluation scheduled for July 2026
- Strengthening of operational coordination
In his opening remarks, the Prime Minister indicated that this workshop offers Madagascar the opportunity to reassess the existing system and adjust institutional and operational measures to ensure the effectiveness of the sanctions implementation mechanism. He added that the recommendations resulting from the workshop will be taken into account to better prepare for the on-site evaluation scheduled for July.
Funded by the African Development Bank (#ADB) as part of the ESAAMLG ES-CAD-ML project, this workshop brings together experts from ESAAMLG and around forty participants including members of the CNSFC, supervisory entities, regulated institutions and other AML/CFTFP stakeholders.
