Director General Recruitment
As the 2021-2025 term of office of the current SAMIFIN CEO approaches, a call for applications is open through a transparent and impartial procedure, which already allows, from the beginning of the process, a self-selection of candidates.
This recruitment procedure for the Director General (DG) of SAMIFIN constitutes one of the guarantees of the independence of this organization. Indeed, the process by call for applications and pre-selection by a public-private Committee, before the final choice of the President of the Republic, is a guarantee of Good Governance.
Under Law 2016-020 of August 22, 2016 on the Fight against Corruption, in its article 40 paragraph 2, the CSI is the guarantor of the operational independence of the bodies of the anti-corruption system. In this capacity, he initiates the recruitment of the Directors General of the Independent Anti-Corruption Bureau (BIANCO), SAMIFIN, the Illicit Asset Recovery Agency (ARAI) and the National Coordinator of Anti-Corruption Units (PAC) by setting up an ad hoc recruitment committee. The extract from Decree 2015-1036 of June 30, 2015 repealing Decree No. 2007-510 of June 4, 2007 on the creation, organization and operation of the financial intelligence service called SAMIFIN stipulates that the Director General is appointed for a four-year term, renewable once by decree taken in Council of Ministers from a list of three candidates proposed by a recruitment committee.
In this sense, and in accordance with the aforementioned law, an ad hoc recruitment committee, which respects the representativeness of public and private actors involved in the fight against corruption, is constituted by the Committee for the Safeguarding of Integrity.
The members of the ad hoc recruitment committee are representatives of:
• The Committee for the Safeguarding of Integrity;
• The Presidency of the Republic;
• The Prime Minister's Office;
• The Ministry of Justice;
• The Ministry of Economy and Finance;
• The Ministry of Public Security;
• The National Gendarmerie;
• The Central Bank of Madagascar;
• The Professional Association of Banks;
The recruitment procedure for the CEO of SAMIFIN follows a rigorous verification process including a morality investigation. Although not required by law, the call for applications is spread over 30 days in order to offer a national opportunity and equal opportunity to candidates.
